A Fleet Commanding Officer (Fleet CO or FCO) was the title of the leader of a RS fleet. Until the RS Reorganization, the voting body of the High Command consisted of all of the Fleet COs.

The term fleet was replaced by the term division in the Bylaws and other documents at some point prior to the reorganization. However, there was no functional difference between the roles; it was merely a title change.
