It is a resource rich but underdeveloped world, simply because it is way out of the way.

The RS minecrafters are the local garrison, doing what they can to build up the planet (albeit slowly), and gather materials to construct more permanent bases (the first task of which would be a starport).

Storyline wise, it would be one of the first places the Titan fleet is going to hit.
