                    a) create access hierarchy (site admins, FC, XO, TO -- instructors -- members/test-takers -- viewers)
                    b) create log of actions by admins and instructors to record responsibility
                    c) create exam creation tool (new, edit, deactivate (only admins can delete))
                    d) create guide editing tool for instructors -- page 1,2,3 format with table of contents on each page
                    e) create exam form and guide book for test-takers
                    f) create exam grading tool -- allowing for comments, overall grade, etc.
                    g) create medals administration tool -- integration with medals database -- proper awarding of graduation medals
                    h) integrate with profiles -- show courses taken and medals received
                    i) turn over administration to FC and TO.  it's recommended to launch with at least 4 or 5 available courses.

3   1-3h    --    Veteran medals script
                    a) automate removing previous medals when latest is awarded; keep history in latest medal awarded
                    b) using same script, update all profiles to only have latest medal
                    c) set up reminders for appropriate people (FC, XO, MO, person) on anniversaries of joining and medal awarding
                    d) investigate recording of official time served to avoid unwarranted medals due to temporarily retiring
