Except . . . for the fact that the entire conflict from 0 ABY to 19 ABY was called the Galactic Civil War -- it wasn't ended by the toppling of Palpatine, or the legitimisation of the Rebellion as a government, it was ended by the signing of the treaty with the Imperial Remnant.
