The Persona Development Department (PDD) was a former Rebel Squadrons Executive Office (circa 2000) whose duty was to assist members with the creation and cataloging of character biographies. Each fleet was assigned at least one PDD liaison to coordinate efforts with its members. The department was later disbanded or absorbed into the Academy proper.
