Rear Admiral is the first club level rank. It may be granted to persons who have proven activity and contributions to the Rebel Squadrons at the fleet level for a minimum of three months as a Commodore.[[1]] Promotion to this rank is discretion of either the Fleet Commander or majority vote by the High Command.[[2]]
