The Rebel Squadrons High Command (HC) is the highest authority in the RS. It is a council made up of Voting, Non-Voting, and Honorary members. Voting members are the current Fleet COs and the Aldermen. Non-Voting members are the Fleet XOs and Honorary are anyone who the RSFC or HC decides they want to hear from.
